Lucas Oil Stadium Gets U.S. Dept. Of Homeland Security Protection

The Capital Improvement Board (CIB) of Managers of Marion County, Indiana, the quasi-government agency that operates Lucas Oil Stadium, has been awarded a Safety Act ‘Developmental Testing and Evaluation Designation’ from the U.S. Department of Homeland Security. When DHS “designates” a security plan or a technology as a “Qualified Anti-Terrorism Technology,” its owner is granted limited liability for all claims that may arise following an act of terrorism. Seventeen NFL venues, plus the league itself, currently have some level of Safety Act protection, according to SBJ research. The CIB’s protection expires March 31, 2023. Unlike most venue operators, the CIB did not hire an outside consultant to handle what was a nearly five-year internal review of its emergency preparedness status. The venue is scheduled to host this year’s NCAA men's basketball Final Four and the CFP title game next January.
