EVERYBODY NEEDS A LOBBY: FOUR CANADIAN TEAMS HIRE FIRM

          The ownership groups of the Senators, Flames, Oilers
     and Canucks "have all engaged the lobbying firm" Global
     Public Affairs Inc. as "part of their campaign to change tax
     laws for hockey teams," according to Graham Fraser of the
     Toronto GLOBE & MAIL.  Global Public Affairs said that it is
     representing the four teams "in matters of 'tax issues re
     professional sports'" (Toronto GLOBE & MAIL, 3/10). 
          A DELICATE ISSUE: Ontario Finance Minister Ernie Eves
     said yesterday that if Canada's pro teams "have a legitimate
     point" regarding tax relief, then he is "prepared to
     consider it like any other taxpayer."  Eves: "But I don't
     think we should be going out of our way to give special
     benefits to particular sectors" (TORONTO STAR, 3/10).   Orca
     Bay Sports & Entertainment President & CEO Steve Bellringer:
     "What the Canadian people have to decide is whether they
     want the type of jobs in this country that we provide.  And
     if they don't, then tell us. ... This isn't a league
     problem, it's a Canadian problem" (CALGARY SUN, 3/10).  
          FROM THE HOME OFFICE: NHL Commissioner Gary Bettman
     appeared on TSN's "That's Hockey" on Friday night and was
     asked about league assistance to the six Canadian
     franchises: "We've been trying to make clear to anyone who
     would listen, particularly people in Ottawa, that we have
     serious concerns about the burdens that our teams in
     Canada."   Bettman: "We have been spending a great deal of
     time working with the Canadian clubs. ... We are vitally
     committed to Canada. ... This game doesn't have a future
     without Canada" ("That's Hockey," TSN, 3/5).
