IS INDIANAPOLIS OFFER OF UP TO $8M ENOUGH FOR IRSAY?

          The city of Indianapolis "stands ready to hand over"
     $5-8M a year to the Colts, but Colts officials "say they
     need more," according to Kathleen Johnston in today's
     INDIANAPOLIS STAR-NEWS.  Mayor Stephen Goldsmith said that
     the city's Capital Improvement Board, which manages the RCA
     Dome, makes from $5-8M annually from Colts-related game day
     parking, concessions, signage and advertising and luxury
     suites, and that he is prepared to "enhance" the team's
     lease "by turning that money over to the team."  But
     Goldsmith did say that "he will not use property or county
     income taxes, or seek an increase in the food and beverage
     tax ... [or] tap into the city's operating budget" to help
     the Colts.  Goldsmith: "I'm not going to use tax revenue to
     save the Colts.  But Colts Exec VP & CFO Michael Chernoff
     said that $5M-8M "will not permit the Colts to be
     competitive on and off the field."  The STAR-NEWS Johnston
     adds that both sides said that "no deadline has been set for
     when agreement must be made" (INDIANAPOLIS STAR-NEWS, 8/15).
