The most wagered-on U.S.-based league also has been the least active of the leagues thus far, but the installation of Halpin to manage the NFL’s gambling strategy is an indication of its importance. He will work with the owners committee chaired by Jacksonville Jaguars and Fulham FC owner Shahid Khan to chart the league’s path. Moore, hired in 2016 to head the NFL’s lobbying and public policy efforts from its Washington, D.C., office, moved to New York when promoted to her current role last year. With more than 15 years as a lobbyist and U.S. Senate staffer, she remains the league’s point person as it pushes for federal sports betting standards.
