Football Notes: Int'l FA Board To Discuss Change To Handball Rule

Football’s lawmakers "are expected to discuss a radical change to the handball rule" to clarify it and take out the word "deliberately." The Int'l FA Board's advisory panels "will also examine a raft of other potential measures, including altering the way penalties are taken." A "surprising proposal is expected to be put up for discussion," which would mean that penalties are "one shot" -- and that there will be "no rebounds if the kick is saved or strikes the goal-frame and bounces back into play" (London TELEGRAPH, 11/1).

Ten seasons ago, in '08-09, "only around one fifth of managerial appearances in Premier League matches were made by men from outside Britain and Ireland." That campaign began with "just four foreigners in charge." Fast "forward to the present" and 14 of the 20 managers are foreign (LONDON TIMES, 11/2).

FIFA said that it does not recognize a decision taken by the Namibia FA to sack its president, Frans Mbidi. The NFA dismissed Mbidi following an exec committee meeting in Windhoek, accusing its president of a "failure to adhere to his duties." FIFA said that it is "looking into the issue further" (BBC, 11/3).
