French Government Proposes New Measures To Combat Illegal Streams

France's National Assembly presented a report on Thursday to "make it easier to sanction" illegal streamers, according to François-Guillaume Lemouton of L'ÉQUIPE. Delegate Aurore Bergé said, "People pirate for three reasons: it is free, it is simple and there are no sanctions. We have the technical and judicial means to combat streaming, but we haven't done anything for years." Currently, when French authorities are notified of an illegal stream, they must "seize a judge to sanction the streamers," which can "clog up the courts." Bergé: "A football match is only 90 minutes. If Twitter says it will do what it can within 48 hours, it has no impact." The first proposition is to "streamline" the process of sanctioning streamers. The report will also allow authorities to "blacklist certain sites." An Ernst & Young study showed that illegal streams caused a global revenue loss of €1.2B ($1.4B) across all sectors. Bergé said, "Sports streams are responsible for less money for leagues and federations, and also less money for amateur football" (L'ÉQUIPE, 10/4).
