The NFL competition committee at its fall meeting in October "hopes to present" a revised proposal to "reward teams for identifying and developing coaches and executives of color," according to NFL Network's Tom Pelissero. The proposal is "still getting feedback from clubs/external experts, but it’s alive for the next hiring cycle." NFL Exec VP/Football Operations Troy Vincent said that the resolution "received multiple amendments before it was tabled in May -- including the controversial amendment to reward teams with draft picks for hiring minorities." The NFL already has "expanded the provisions of the Rooney Rule to require teams to interview at least two external minority candidates for head coaching jobs, at least one minority candidate for any of the three coordinator positions and at least one external minority candidate for the senior football operations or General Manager jobs" (NBCSPORTS.com, 6/26).
