POPULAR USA REFRAIN, "WE'RE NO. 1," HOLDS TRUE FOR CABLE NET

          USA Networks will finish the year as the leading
     primetime cable network, "but its numbers -- as well as
     several other cable networks' -- are down from last year,"
     according to Steven Stark of the HOLLYWOOD REPORTER.  The
