WILL PHILADELPHIA COUNCIL MEMBER TIE BLACKOUTS TO STADIUM?

          Philadelphia City Councilman Frank Rizzo "intends to
     offer a resolution" to the City Council today requesting
     that the Eagles and the NFL "find a way around the league's
     blackout rule if the Eagles are to build a new stadium with
     public funds," according to Christopher Hepp of the
     PHILADELPHIA INQUIRER.  Rizzo: "I think if the people pay
     for this stadium, they should have the right to see the
     games on television."  Hepp writes that Rizzo's resolution,
     if adopted, "would not have the force of law, but might add
     a bit more to the confusion and potential opposition" around
     the building of stadiums for the Eagles and the Phillies. 
     Rizzo said that he will not make his actions "a litmus test
     for whether he ultimately supports the stadium deal." 
     Rizzo: "I don't want to use this as a hammer to make this
     deal happen.  I'm just hoping that the NFL and the team will
     realize that we are asking the public to pay an awful lot
     for this stadium" (PHILADELPHIA INQUIRER, 10/14).
