NCAA COMMISSION TO OFFER MARKETING FREEDOM FOR NCAA HOOPS?

          There are "indications" that the NCAA committee that
     "wants to reform men's college basketball" is "steering away
     from a proposal to require freshman to sit out a year,"
     according to Mark Brown of the CHICAGO SUN-TIMES.  But the
     group's "centerpiece may be a ground-breaking plan to link a
     team's allotted scholarships to its graduation rate."
     (CHICAGO SUN-TIMES, 7/19).  USA TODAY's Steve Wieberg reports
     that the panel is "expected to call for a tightening of
     summer recruiting and more careful attention to the sport's
     business side."  The panel is "calling for more flexibility
     in marketing and future contract negotiations and, in
     general, a stricter business approach" (USA TODAY, 7/19).
