SNARLIN' AT ARLEN: MLB TEAMS NOT THRILLED WITH SPECTER BILL

          MLB Giants CEO Peter Magowan labeled legislation
     introduced by U.S. Senator Arlen Specter (R-PA) calling for
     pro sports leagues to pay half the costs of new stadiums
     "poor, misguided and unnecessary," according to Nick Peters
     of the SACRAMENTO BEE.  The bill would require all MLB and
     NFL teams to place 10% of their TV revenue into a fund. 
     Magowan, on MLB teams' TV revenue: "It would be a great
     disadvantage for small-market teams.  The Yankees have $150
     million in TV revenue, so $15 million (10 percent) won't
     hurt them.  For a team with a much smaller budget, that
     money is a lifeline" (BEE, 5/6).  In Philadelphia, Rich
     Hofmann writes that the chances of the bill's passage "are
     arguable," but that Specter "is unquestionably right. 
     Because the leagues ... have enjoyed a windfall in recent
     years and certainly have the wherewithal to contribute more
     toward stadium construction" (PHILA. DAILY NEWS, 5/7).
