HAZING ARIZONA'S PRO TEAMS? STADIUM BILL IN DOUBT AFTER MOVE

          AZ State Senate President Brenda Burns "has bottled up
     a bill that supporters say is critical" to building two new
     sports facilities in the Rio Salado area, according to Chris
     Moeser of the ARIZONA REPUBLIC.  Burns has "declined to
     assign" the stadium bill, which includes a tax-increment
     financing plan to help fund a Cardinals stadium and Coyotes
     arena, to a Senate committee "in time for it to be heard"
     this week, the deadline for House bills to be heard.  The
     move "throws the bill back to the House, which now must vote
     it out a second time before it can return to the Senate."  
     If the bill "dies," the May 18 vote on the stadium projects
     "could be moot," as the facilities "probably cannot" be
     built without the "special provisions for bonding and
     financing in the proposal" (ARIZONA REPUBLIC, 3/22).
