HARTFORD STADIUM PLAN IN TROUBLE AS PLANT TALKS HIT IMPASSE

          Efforts to clear a downtown Hartford site for the
     Patriots "appeared to be in serious trouble Tuesday after a
     tense meeting" between CT Gov. John Rowland and CTG
     Resources CEO Arthur Marquardt, according to Swift & Kinsman
     of the HARTFORD COURANT.  The company's plant is "in the
     path of the stadium," and CTG is "at loggerheads with
     Phoenix Home Life Mutual Insurance Co. and other backers of
     the Adriaen's Landing project on the relocation costs for
     the corporate headquarters."  CTG wants $48.8M for the
     company move, while Phoenix and other Hartford groups that
     have been asked to pay the costs put the expense at around
     $25M.   Meanwhile, "progress on moving CTG's steam plant has
     been stalled over costly demands" by CTG on its "potential
     partners," including the CT Resources Recovery Authority. 
     CT faces an April 2 deadline, when the Patriots could walk
     away from the relocation agreement if the state "fails" to
     provide the team with a "preliminary plan for clearing the
     stadium site" (HARTFORD COURANT, 3/17).
