DALLAS ARENA GROUP SAYS MINORITY/WOMEN CONTRACT NEAR GOAL

          Firms owned by women and minorities won 23% of the work
     on Dallas' new sports arena last year, "slightly below the
     developers'" 26% goal, according to an Arena Group report
     cited by Robert Ingrassia of the DALLAS MORNING NEWS.  The
     Arena Group is a consortium that includes the Mavericks and
     the Stars.  But city officials "disagree with the developers
     over how minority participation should be tallied" and are
     "pressing for a more detailed breakdown of the contracts." 
     The city "warned arena officials" that the city will not pay
     its share of arena costs "until the city's reporting rules
     are met."  The report showed that of the $21.3M in contracts
     awarded in '98, "nearly" $5M went to minority- and female-
     owned companies (DALLAS MORNING NEWS, 3/11).
