MORE SEATTLE COST OVERRUNS: SEAHAWKS FACILITY HITS $430M

          Project officials for the Seahawks' new stadium said
     that rising labor costs and "several architectural
     improvements have added about" $30M to the cost of the
     facility, according to Leslie Brown of the Tacoma NEWS
     TRIBUNE.  First & Goal, the company building the stadium,
     said that it now expects the facility to cost $430M, "plus
     another" $32M in deferred sales taxes.  The cost had been
     put at $400M during the past year.  The increases "are
     partly due to the rising cost of construction labor," which
     climbed 5.9% last year.  The other increases are a result of
     a "larger roof overhang," which will cost an additional $8M,
     a pedestrian plaza that has doubled in size and "an immense
     staircase that will provide what project officials call a
     'ceremonial front door' to the new facility."  Stadium execs
     have also added "nearly" $5M to the contingency budget,
     which now stands at $25.6M.  All additional costs will be
     incurred by Seahawks Owner Paul Allen (NEWS TRIBUNE, 8/28).
