MOAG TELLS PA THAT BALTIMORE'S FACILITY FINANCING'S OUTDATED

          Maryland Stadium Authority Chair John Moag testified
     yesterday at a PA House hearing and said that team owners
     "needed" to contribute more to future facility development, 
     according to John Baer of the PHILADELPHIA DAILY NEWS. 
     Moag, who oversaw construction of Camden Yards and the new
     Ravens Stadium, said that a "good split" to pay for new
     facilities would "come from one-third public money, one-
     third local money and one-third owners' money."  Baer
     reports that such a deal is "vastly different" from the MD
     package, "but in line" with PA Gov. Tom Ridge's
     "recommendations" for new stadiums in that state.  Moag: "I
     don't think we would have given the Ravens the same deal
     today we did three years ago."  With "lucrative new TV
     contracts," Moag said that teams, "especially football," now
     have "sufficient cash-flow to make capital contributions." 
     Moag: "I think the public and public officials are getting
     smarter about these deals" (PHILADELPHIA DAILY NEWS, 8/26).
