FACILITY NOTES

          The "Babies First" proposal in Denver, which suggests
     that use of the sales tax targeted for a new Broncos stadium
     be used for educating infants, "failed" on a 6-6 vote
     Monday.  But City Councilmember Sue Casey said that she
     "would amend her proposal in the next two weeks to try to
     win the seventh vote needed" to put it on the November
     ballot (ROCKY MOUNTAIN NEWS, 8/11)....As of September 1, the
     same date the CoreStates Center and CoreStates Spectrum will
     officially become the First Union Center and First Union
     Spectrum, the Spectrum will become a non-smoking building
     (PHILA. DAILY NEWS, 8/11)....The Mariners will play their
     first game at the new Safeco Field on July 15, 1999, in an
     interleague matchup with the Padres (SEATTLE TIMES, 8/10).
