IS PADRES DEAL IN JEOPARDY OVER CITY COUNCIL CONCERNS?

          The Padres and San Diego city officials have "reverted
     to familiar roles -- as adversaries in a struggle" over the
     memo of understanding on the proposed new $411M ballpark
     plan, according to LaVelle & Braun of the SAN DIEGO UNION-
     TRIBUNE.  On Tuesday, "most of the City Council was outraged
     at editing changes suggested by the Padres," including
     proposed changes dealing with the team's responsibilities 
     for ancillary development around the ballpark.  The City
     Council then "directed" Mayor Susan Golding to tell the team
     the "changes were unacceptable."  But Golding and Padres
     President Larry Lucchino, who spent "most" of Wednesday in
     negotiations, "downplayed any appearance of deteriorating
     relations."  LaVelle & Braun: "One thing is beyond dispute,
     however: Time is becoming increasingly critical."  The
     Council must meet an August 7 deadline to put the ballpark
     project on the November 3 ballot (UNION-TRIBUNE, 7/30).
