KENTUCKY TRACK SETS GROUNDBREAKING DATE, TALKING TO IRL

          Auto racing track developer Jerry Carroll has set an
     August 1 "target date" for groundbreaking on his proposed
     superspeedway in Northern KY, according to Tom Groeschen of
     the CINCINNATI ENQUIRER.  Carroll added that he is also
     "trying to arrange a meeting with IRL officials about
     landing" a IRL race and said that officials from Tide "have
     pledged financial support" to the facility.  Carroll's
     ownership group "is considering" an initial sale of 15,000
     PSLs.  The track will open with 60,000 seats, with "plans to
     expand" to 180,000 (CINCINNATI ENQUIRER, 2/25).
          K.C. PROJECT A GO: KS Gov. Bill Graves signed
     legislation "that provides property and sales tax breaks
     that will make it easier to build" a $252M auto racing track
     in MO.  Under the "best circumstances," construction "could
     begin" in May with racing beginning in 2000.  Int'l Speedway
     Corp. will develop the track, which will initially have
     75,000 seats and expand later to 150,000 (K.C. STAR, 2/26).
