BRONCOS STADIUM PASSES THROUGH SENATE; HOUSE ACTION NEXT

          The CO Senate gave final approval to a bill that places
     a $266M taxpayer cap and a retractable roof on the proposed
     new Broncos stadium, according to Peggy Lowe of the DENVER
     POST.  But the plan "may be split into two parts as it
     lurches toward the House of Representatives."  Bill sponsor
     Sen. Elsie Lacy said that because the dome "could doom their
     chances of getting the new stadium approved," the
     retractable roof could be one ballot issue and the new
     stadium another.  Lacy: "I don't want the whole thing in one
     package."  Broncos attorney Steve Farber: "Our goal is to
     get the stadium on the ballot.  We just have to be open-
     minded and deal with it" (DENVER POST, 2/26).  In Denver,
     Ann Imse puts the total project at $500M with the
     retractable roof.  State Senators said that naming rights to
     the stadium "could pay for up" to $75M of the roof's
     projected $125M-$150M cost (ROCKY MOUNTAIN NEWS, 2/26).
