PENS DON'T QUACK OVER CIVIC ARENA COST OVERRUNS

          The Civic Arena could face a cost overrun of up to
     $234,000, "but the tab for the public won't exceed the
     agreed-upon" $10.5M, according to Tom Barnes of the
     PITTSBURGH POST-GAZETTE.  The Penguins will pay for anything
     above the $10.5M in public funds.  The work includes the
     addition of 1,400 club seats, two new bar/lounges, new
     concession stands and wider concourses (POST-GAZETTE, 1/27).
