FRANCHISE NOTES

          In Atlanta, the Hawks this week are offering four
     tickets to every metro area police officer for their home
     games.  About 5,000 officers took advantage of the offer
     yesterday versus the Sonics, and another 5,600 police
     personnel and their families are expected Friday (ATLANTA
     CONSTITUTION, 11/12)....In Oakland, columnist Art Spander:
     "What's wrong with the Raiders?  Al Davis is what's wrong.
     ... It isn't the game that's passed Davis by, it's society. 
     It's the NFL" (OAKLAND TRIBUNE, 11/11)....In K.C., Royals
     President Michael Herman said that "at least a couple of
     would-be buyers of the Royals failed to meet minimum
     requirements" and their applications will be set aside. 
     Herman did not go into details, but indicated that more than
     one applicant failed to make the cut (K.C. STAR, 11/12).
