PROVIDENCE MAYOR WANTS TO PICK UP PACE ON PATS STADIUM BID

          Providence Mayor Vincent Cianci Jr. Friday "urged" RI
     Gov. Lincoln Almond "to move faster" to attract a Patriots
     stadium complex to the city, according to Rowland & Smith of
     the Providence JOURNAL-BULLETIN.  Almond has set a deadline
     of Labor Day for submitting a formal financing and
     development proposal to the Patriots, but Cianci said that
     "that may be too late."  Cianci said that he had two
     telephone conversations with Patriots Owner Robert Kraft "in
     which Kraft expressed concern that Almond is moving too
     slow."  Cianci said that Kraft wants a formal proposal from
     the state in the next two weeks.  Patriots officials would
     not comment on Kraft's calls with Cianci or confirm their
     content.  Almond settled on Providence recently as the best
     state site for the team after a report by CT-based
     consultant Northstar Management.  The state has hired a
     second consultant, Morgan Stanley, "to help analyze
     financial scenarios" (Providence JOURNAL-BULLETIN, 7/26).
