JUDGE CLEARS THE WAY FOR STADIUM RENOVATION IN SAN DIEGO

          Superior Court Judge Anthony Joseph "put a swift end"
     to San Diego's "rancorous stadium war" yesterday by
     dismissing former City Councilman Bruce Henderson's
     challenge to the Jack Murphy Stadium expansion project,
     according to LaVelle & Bloom in the SAN DIEGO UNION-TRIBUNE. 
     Joseph "wiped out" all of Henderson's legal arguments and
     dismissed the lawsuit on the procedural point that Henderson
     had no standing to bring the action.  Henderson accepted
     defeat "matter-of-factly" and "promised no appeal." 
     Chargers Owner Alex Spanos: "I've never been so happy.  I
     tell you, the stress I've gone through I don't ever want to
     go through again."  NFL Commissioner Paul Tagliabue: "We can
     look forward to a great Super Bowl next January in the San
     Diego area" (SAN DIEGO UNION-TRIBUNE, 2/21). The City
     Council will meet today in closed session to consider how to
     fill the $18M gap in the Chargers deal.  Bloom & LaVelle
     note "first up" is how to "clear the final hurdle" in
     selling the naming rights of Jack Murphy to telecom company
     Qualcomm.  At issue is how to incorporate Jack Murphy's name
     into the package (SAN DIEGO UNION-TRIBUNE, 2/21).
