TAMPA STADIUM CONSTRUCTION MOVES ON DESPITE LAWSUIT

          A lawsuit filed by former Tampa Mayor Bill Poe "may
     not" stop the $168.5M football stadium project in Tampa,
     according to Joe Henderson of the TAMPA TRIBUNE.  Officials
     won't say they'll attempt to finish the project even if Poe
     wins, but "trying to make the stadium lease separate from
     the stadium construction might be one of the county's
     principal arguments when the lawsuit is heard" by the 2nd
     District Court of Appeal on January 14.  Some say the
     election's results could force officials to construct the
     stadium, not matter what.  County Commissioner Ed Turanchik: 
     "That's the big question - whether we're obligated to build
     a stadium with or without the Bucs.  There is no doubt that
     it meets the test of being a commendable public purpose. 
     That's not even an issue" (TAMPA TRIBUNE, 12/14).
