HE HASN'T GOT TIME FOR THE PAYNE: ACOG SAYS ALL SYSTEMS GO

     With Opening Ceremonies just over three weeks away, ACOG
President Billy Payne "declared yesterday his finances 'sound,'
his security plans in place, his volunteer force identified --
and traffic his only source of heartburn," according to Melissa
Turner of the ATLANTA CONSTITUTION.  Payne said ACOG is 7%, or
$120M, away from its $1.7B target goal needed to stage the Games.
He said he expects to break even, "with the balance raised from
sales of tickets, souvenirs and concessions."  But Payne said he
feels "less confident" about the success of the transportation
plan, but noted "there are contingencies to reallocate and
reroute vehicles as needed" (ATLANTA CONSTITUTION, 6/27).  GA
labor officials are "pessimistic about the organizers ability to
fill" the temporary paying jobs.  State Labor Commissioner David
Poythress, noting the strong GA job market:  "We may have
incorrectly judged the enthusiasm for some of these jobs" (Ronald
Smother, N.Y. TIMES, 6/27).
