The NFL's salary-cap system is producing an "unprecedented
number of millionaires," according to USA TODAY. A salary
analysis puts the number of players earning $1M or more in base
salary and bonuses at 319 -- 19% of players on NFL rosters (USA
TODAY, 1/22). The disparity between large and small markets in
the NFL is examined by Pasquarelli & Schultz of the ATLANTA
CONSTITUTION. Some owners wonder how long small-market teams
will be able to remain competitive in a league where the revenue
gap is increasing. Owners polled show "some empathy for the four
owners who have either moved their franchises or proposed
relocations in the past year," but officials admit the "shifts
have created the public perception of a league in chaos" (ATLANTA
CONSTITUTION, 1/22). The DALLAS MORNING NEWS examined the team-
by-team salaries in the league based an NFLPA salary survey

LEGAL UPDATE: The Cowboys have hired Washington-based law
firm Wilmer, Cutler & Pickering to "limit the scope of antitrust
legislation recently introduced in Congress" (Stone & Moses,
