EDGAR TO UNVEIL HIS MCDOME FINANCING PLAN THIS WEEK

     IL Gov. Jim Edgar is expected to unveil his financing plan
for a domed stadium near McCormick Place this week, according to
the CHICAGO SUN-TIMES.  Fran Spielman writes Edgar's goal to get
a financing plan through the Assembly in an election year won't
happen unless Chicago Mayor Richard Daley gives a "green light"
to fellow Democrats.  Sources say the plan calls for $105M from
the sale of PSLs; $200M in anticipated growth from tourism taxes;
$150M in stadium-generated revenues; an annual take of $33.8M
from the Bears; and $10M a year in annual revenues from the
McPier Authority (CHICAGO SUN-TIMES, 1/16).  IN Gov. Evan Bayh
said he is willing to meet with Bears President Michael McCaskey
if it would help the team move to Gary (PHILA. DAILY NEWS, 1/15).
