POTENTIAL LEGAL PROBLEMS FOR MINNESOTA FACILITIES COMMISSION

     The Twin Cities' Metropolitan Sports Facilities Commission
allegedly violated its own hiring procedures and affirmative-
action requirements when retaining outside consultants over the
past three years.  According to comments by Commissioner John
Pacheco carried in this morning's Minneapolis STAR TRIBUNE, MSFC
spent $3.8M employing over 20 outside consultants during that
time period, only hiring two agencies headed by non-whites (Jay
Weiner, Minneapolis STAR TRIBUNE, 12/21).
