TAGLIABUE SAYS NO TO CONGRESS; THE CLEVELAND SUMMIT TO START

     NFL Commissioner Paul Tagliabue denied a request by House
Judiciary Chair Henry Hyde and OH Rep. Martin Hoke to postpone an
NFL owners vote on the Browns' proposed move to Baltimore.
Tagliabue wrote, "We believe that proceeding with our January 17
league meetings is in the best interests of the League and the
communities affected by the Browns proposed relocation."  Hyde
and Hoke hoped to give House members time to organize a hearing
into antitrust issues and the relocation of sports teams
(WASHINGTON POST, 12/14).
     NEW YALTA?  Mayors of six NFL cites -- Chicago, Tampa,
Seattle, Pittsburgh, Cincinnati and Pontiac, MI -- and reps from
the mayors' offices in Minneapolis, Detroit, Denver, and Houston
are expected to join Cleveland Mayor Michael White for a two-day
conference "on how to deal with NFL owners who want to move their
teams."  Also expected to attend are NFL President Neil Austrian
and chief league counsel Jay Moyer (AKRON BEACON JOURNAL, 12/14).
