     The New York City Parks Department revealed Yankees Owner
George Steinbrenner has failed to pay nearly $2M in city fees.
The Yankees owe $1.25M in electric bills and parking fees since
'85, with another $700,000 in broadcast fees.  Parks Commissioner
Henry Stern said his office is in negotiations with the team,
which disputes the exact amount (N.Y. POST, 10/30)....Comsat's
strategy to spin-off their entertainment business, including the
Nuggets and Avalanche, into a separate public company is profiled
by Stan Hinden of the WASHINGTON POST.  Hinden: "For potential
investors in the entertainment division, there are questions
about how long it will take for the entertainment business --
with all of its risks -- to become a dependable source of
profits" (WASHINGTON POST, 10/30)....Ottawa Rough Riders Owner
Horn Chen has a tentative deal to purchase the year-old CFL
Birmingham Barracudas from Art Williams and move them to an
"unspecified city, possibly Montreal."  The deal would collapse
if a new U.S.-based football league "emerges from the obviously
failed CFL expansion plan in the U.S."  The new league will only
get off the ground if it lands a TV deal with CBS Sports.  If no
TV deal is reached, it is believed Williams will get out of the
league, and Chen can take the franchise and move it (OTTAWA
CITIZEN, 10/30).
