OAKLAND SEES OPENING IN WARRIOR TALKS; SETS NEW PROPOSAL

     Oakland City and Alameda County negotiators proposed a new
long-term plan to keep the Warriors in Oakland, according to this
morning's S.F. CHRONICLE.  Part of the proposal has the team and
public agencies sharing the cost of a new arena.  Local officials
made the offer after what they "perceived as a breach opened up
by grumbling in San Jose over the city's offer of public funds in
a rival bid for the team."  Discussions yesterday centered on a
deal that would have fans contributing as much as $55M through
the sale of seat rights, with the balance of around $85M shared
by the city, county and team.  The Warriors would signed a 20-30
year lease, with annual payments to cover the city and county's
share of financing.  The city and county would own the arena but
the Warriors would manage it. Although the team wants a
city/county-financed facility, Warriors General Counsel Robin
Baggett said any offer "wouldn't be rejected out of hand."
