PENGUINS GET THE OK FROM CITY FOR IGLOO RENOVATIONS

          The Penguins can "move ahead" with plans to renovate
     the Pittsburgh Civic Arena after the Allegheny Regional
     Asset District Board reversed itself Thursday and approved a
     $12.9M grant, according to a report in the PITTSBURGH POST-
     GAZETTE.  The board rejected the plan, which distributes
     funds from a 1% county sales tax, on January 16, saying it
     needed more information.  The package includes $10.6M to
     fund arena improvements, and $2.3M to the Penguins for
     renovations made in '94 (AP/PITTSBURGH POST-GAZETTE, 2/7).
