MORATORIUM MEANS LESS FOR 'EM AS NCAA NIXES BOWL ADDITIONS

          A proposed college football bowl game for the RCA Dome,
     the Indy Hoosier Bowl (IHB), "failed to receive initial
     clearance" from the NCAA Football Certification Subcommittee
     (FCS) this week at the group's meeting in Atlanta, according
     to Terry Hutchens of the INDIANAPOLIS STAR.  The NCAA also
     announced a two-year "moratorium on implementing any" future
     bowl games, therefore, the first year the IHB could be
     played would be December 2003 (INDIANAPOLIS STAR, 9/15). 
     While "denying certification" to the Freedom Bowl in S.F.,
     the FCS has also recommended keeping the number of certified
     college football bowl games at 26 through the 2002-03 season
     (OAKLAND TRIBUNE, 9/15).  USA TODAY's Thomas O'Toole writes
     that the moratorium "won't apply to the New Orleans Bowl,
     which is expected to receive final OK" in 2001 to be played
     the week before Christmas next year (USA TODAY, 9/15).
