GROUNDED? HOUSTON JUDGE DISAPPROVES OF ARENA AGREEMENT

          In a move "that could well kill" a downtown Houston
     arena deal "before it ever reaches a voter referendum,"
     Harris County Judge Robert Eckles "publicly signaled his
     disapproval" of an agreement between the city and the
     Rockets, according to Eric Berger in a front-page report in
     the HOUSTON CHRONICLE.  Last week, Eckels wrote a letter to
     both the Harris County-Houston Sports Authority and Mayor
     Lee Brown that "chastised" the Rockets for "extreme
     overreaching."  Berger writes that both the sports authority
     and Brown "support sharing" the $175M arena cost with the
     Rockets.  But in the letter, Eckels wrote that "the
     agreement places an unreasonable burden on Harris County
     taxpayers."  Berger: "Although not a categorical rejection,
     Eckels' unexpectedly harsh comments are a far cry from the
     endorsement the sports authority and Rockets were hoping
     for."  After reading the county judge's letter, a
     "disappointed Brown" called on Eckels to "show leadership
     and support the agreement" (HOUSTON CHRONICLE 8/11).
