MARICOPA'S CABANA, BUT WILL IT BE IN MESA, TEMPE OR PHOENIX?

          The AZ Legislature agreed Tuesday to let Maricopa
     County voters "have the last word" on whether to build a
     $331M stadium for the NFL Cardinals, according to Diaz &
     Fiscus of the ARIZONA REPUBLIC, who write that the
     Legislature did not choose a site for the facility.  Mesa
     and Tempe officials say that they are now "likely to join
     forces in a battle to keep Phoenix from snatching" the
     stadium.  Mesa City Council member Bill Jaffa: "There's no
     doubt in my mind that this is going to be a ferocious
     fight."  While Phoenix stadium boosters said that they are
     "eager" for the team to play in Phoenix, Diaz & Fiscus
     report that the city "could be hampered" by an '89
     initiative that requires voter approval for "any plan to
     spend more than" $3M in public funds on the construction of
     a stadium or other sports or entertainment center.  Phoenix
     officials "were looking Wednesday into the potential effect
     of that measure" (ARIZONA REPUBLIC, 4/20).
