FACILITY NOTES

          In Chicago, Fran Spielman writes that McCormick Place
     CEO Scott Fawell "made a surprise offer" yesterday "to
     finance up to" $125M in "lakefront improvements for a
     renovated" Soldier Field.  The improvements "would be in
     addition" to a $650M plan "to expand the convention
     facility" (CHICAGO SUN-TIMES, 1/26)....In Dallas, Steve
     Davis writes that negotiations in Tampa to hold MLS Cup 2000
     on October 15 at Raymond James Stadium "remain mired, making
     RFK [Stadium] look more and more like the choice" (DALLAS
     MORNING NEWS, 1/26)....In Milwaukee, Walker & Jones report
     that a second TV and radio spot by Packers HOF QB Bart Starr
     supporting a renovated and expanded Lambeau Field (see THE
     DAILY, 1/18) "was released."  The TV spot is being aired in
     the Brown County (WI) area while the radio ad is "running
     statewide" (MILWAUKEE JOURNAL SENTINEL, 1/26).
