WITH STADIUMS IN LIMBO, EAGLES, PHILLIES PONDER NEXT STEP

          Two days "after the collapse of a deal" to build new
     stadiums for the Eagles and Phillies in South Philadelphia,
     "echoes of the implosion continue to sound throughout the
     city's political and sporting landscape," according to Hepp
     & Barnard of the PHILADELPHIA INQUIRER, who report that the
     Eagles have "contacted" Delaware County officials three
     times in the last week "to discuss possible locations" for a
     $30M practice facility.  The Eagles "had agreed" to build
     the facility within the city limits as part of a new stadium
     deal, but it "ordered a halt" to construction after Mayor Ed
     Rendell announced he "would not take up stadium legislation"
     before he left office.  Meanwhile, City Council President
     Anna Verna told the teams that the City Council intended to
     make the stadium projects "a top priority" on its agenda for
     2000.  Hepp & Barnard: "That message may not console either
     team, both of which want a stadium deal completed sooner
     rather than later" (PHILADELPHIA INQUIRER, 11/18).
