SITE OF FIRST REFUSAL? PHILS DENY CHOOSING BALLPARK LOCATION

          Philadelphia Mayor Edward Rendell and the Phillies
     "dismissed" a TV report as saying that the team "had decided
     to forgo building" a new ballpark at Broad and Spring Garden
     Streets, according to Christopher Hepp of the PHILADELPHIA
     INQUIRER, who reports that Rendell is "committed to having"
     a stadium bill "presented" to City Council "in time for the
     issue to be voted on" before Council breaks on December 16. 
     Phillies VP/PR Larry Shenk, on a potential site: "Nothing
     has been determined yet.  We hope to have a site selected in
     10 days to two weeks."  Rendell "left open the possibility
     of severing" the Eagles plan from the Phillies' proposal if
     they are "unable to reach a decision" on a site in the next
     few weeks.  Rendell: "I am confident we will have both teams
     on the bill and it will be ready some time in the next
     several weeks" (PHILADELPHIA INQUIRER, 10/20).
