SEVERAL UMPS SAY THAT MINUS PHILLIPS, THEY MAY GET JOBS BACK

          NL umpire Joe Brinkman said that "none of the 22
     umpires who're losing their jobs" on September 2 "will be
     reinstated" by MLB as long as MLBUA General Counsel Richie
     Phillips "heads the union," according to Hal Bodley of USA
     TODAY.  Brinkman: "If somehow we can put ourselves at the
     mercy of baseball maybe we can get some of those jobs back. 
     I really don't think we can do it with Richie, because
     there's a total distrust of him among the people in
     baseball."  NL umpire John Hirschbeck, who along with
     Brinkman "leads a group of dissidents opposed to union
     strategy": "All we can do now is make as many umpires as
     possible know what's going on" (USA TODAY, 8/26).  In N.Y.,
     Murray Chass reports that the MLBUA "filed additional
     charges" late Tuesday "stemming from the leagues' hiring of
     25 minor league umpires last month" (N.Y. TIMES, 8/26).
