NO IFF, AND OR BUTS: NEW LEAGUE READY TO DEBUT IN FEBRUARY

          The International Football Federation (IFF) "promises
     to burst on the sports scene in February" in 13 cities,
     although league officials were "long on talk and short on
     facts" at news conference Friday in N.Y., according to
     Harding & Smith of the TORONTO STAR.  Execs said the FL team
     "might play" in Miami or Ft. Lauderdale, the NY group is
     "reviewing ... stadium options," the TX group "made vague
     references to its South American partners" while mentioning
     Houston, Dallas or the Univ. of TX as potential sites, and
     the L.A. team is choosing between Anaheim and Cal State
     Fullerton.  Team owners include IFF President & CEO Ed
     Litwak and N.Y. business exec Steven Bass, who will own the
     Toronto Turbos.  Singer Dionne Warwick is a part-owner of
     the L.A. team (TORONTO STAR, 6/12).  Warwick: "I want
     football 12 months of the year" (AP, 6/12).  IFF
     spokesperson Peter Young described the league as "total U.S.
     four-down football on a 100-yard field but with some CFL
     add-ins to make it very attractive."  Young added that the
     league will have "a hard salary cap" (CP, 6/12).
          TV TIME: The SPORTSBUSINESS JOURNAL's Jack Cavanaugh
     writes that the IFF has "had talks" with NBC and Turner
     regarding a TV deal (SPORTSBUSINESS JOURNAL, 6/14).  Young:
     "Wait for two weeks when the television deal is complete
     because it's going to knock your socks off" (TORONTO STAR,
     6/12).  While the IFF is "seeking" a TV deal, its "last
     resort is showing games on the Internet" (AP, 6/12).
