WILL SUPREME COURT TIE UP NEW SEAHAWKS STADIUM ON APPEAL?

          WA State Treasurer Michael Murphy was "prompted" to
     "suspend the issuance of bonds to finance construction" of
     the Seahawks' new stadium following an appeal to the U.S.
     Supreme Court filed by resident Jordan Brower, according to
     Modie & Gavin of the SEATTLE POST-INTELLIGENCER.  Brower
     filed the appeal after the WA Supreme Court "upheld the
     public financing plan on an 8-1 vote in December."  The
     initial lawsuit challenges a "statewide, voter-approved
     referendum" that would provide $300M in public financing for
     the stadium.  Murphy said that if the Supreme Court "refuses
     to hear the appeal," the bond sale could be delayed three to
     four months, and if the court accepts the case, a resolution
     "would likely" take a year.  WA State Public Stadium
     Authority and King County officials "warned that even a
     delay of a few months could postpone" the scheduled 2002
     completion of the facility (POST-INTELLIGENCER, 3/30).
