CARMEN, CARMEN: POLICY TO APPOINT MINORITY AS BROWNS VP

          Browns President CARMEN POLICY "confirmed [Tuesday]
     that he was close to finalizing a deal" to naming KOFI
     BONNER as the team's VP and CAO, according to Tony Grossi of
     the Cleveland PLAIN DEALER.  Bonner, who more recently has
     served as Dir of Economic Development for the city of S.F.,
     "would be in charge of all business affairs" of the Browns
     and "be responsible for overseeing the completion of the new
     Cleveland Stadium" (Cleveland PLAIN DEALER, 10/14).  In
     Akron, Patrick McManamon reports that Bonner will become
     "one of the highest-ranking blacks in the NFL" (AKRON BEACON
     JOURNAL, 10/15).  In S.F., Matier & Ross write that Bonner's
     departure "is a major loss" for S.F. Mayor WILLIE BROWN's
     administration (S.F. CHRONICLE, 10/15).
