STATE TREASURER LOOKS TO SET A PICK ON NEW PACERS ARENA

          As city officials broke ground Tuesday on a new arena
     for the Pacers, IN State Treasurer Joyce Brinkman "was in
     court challenging the law that helped make construction
     possible," according to Stuart Hirsch in the INDIANAPOLIS
     STAR-NEWS.  Brinkman's lawsuit asserts that the law, which
     authorizes arena financing, is "unconstitutional because it
     contains too many different subject matters."  But IN
     Attorney General Jeffrey Modisett filed a motion in Marion
     County Superior Court to have the lawsuit thrown out because
     Modisett said that Brinkman "doesn't have legal authority to
     sue the state."  A special hearing was held Tuesday before
     Judge Cynthia Ayers on a motion to dismiss the lawsuit, and
     "Ayers is expected to rule on the motion within two weeks"
