FINANCIAL ANALYSTS LAUD GETTING INSURANCE FOR 49ERS PROJECT

          With the announcement of a privately issued insurance
     policy on the city's planned $100M lease-revenue bond issue,
     several financial experts said that the proposal to build a
     new 49ers stadium and mall looks "like a better deal,"
     according to David Dietz of the S.F. CHRONICLE.  But with
     details still missing, they "stopped short of saying that
     the indemnity plan was a clincher" (S.F. CHRONICLE, 5/22).  
          CHRONICLE ENDORSEMENT: Noting that the 49ers and its
     development partner, Mills Corp., are assuming most of the
     risk, the CHRONICLE editorial board announced its support
     for the 49ers stadium and mall project.  From the editorial:
     "Is this a good deal for the city?  Yes. ... We recommend
     that San Franciscans go to the polls on June 3 and vote yes
     on Propositions D and F" (S.F. CHRONICLE, 5/22).
