DALLAS CREATES SPORTS AUTHORITY AFTER BRIMER BILL AMENDMENTS

          The city of Dallas created a sports authority Wednesday
     that will be able to "borrow money, condemn land and build a
     new home" for the Stars and Mavericks, according to Todd
     Gillman in the DALLAS MORNING NEWS.  The Dallas Facilities
     Development Authority will have a seven-member board chosen
     by the city council for two-year terms, with city staff and
     council members "eligible for up to four slots."  The city
     also released estimates showing that it could raise $35M
     annually through tax mechanisms included in the new Brimer
     facilities bill, "more than enough to cover the city's
     likely share" of an arena (DALLAS MORNING NEWS, 5/22).
