          Cleveland Mayor Michael White, on the possibility of
     putting a dome on the next Cleveland football stadium: "It's
     very simple ... A dome is going to cost another $100
     million, which we don't have.  Even if we were given $100
     million, a dome would require another two years" (MILWAUKEE
     JOURNAL SENTINEL, 2/25)....Madison Square Garden hired
     Shelton Leigh Palmer & Co., NY, as the first agency to
     handle a branding campaign (N.Y. TIMES, 2/27)....In St.
     Paul, Joe O'Neill resigned as Chair of the St. Paul Civic
     Center Authority board after city officials hired his law
     firm to lobby the Legislature in support of St. Paul's bid
     for an NHL team.  Board Member Dick Zehring was elected
     Chair (Minneapolis STAR TRIBUNE, 2/27)....Inglewood, CA,
     City Manager Paul Eckles "abruptly announced" he will step
     down on April 1.  His resignation, after 21 years, comes one
     week after the city learned that NHL Kings Owners Edward
     Roski and Philip Anshutz have stopped negotiating with
     Inglewood on a new arena (L.A. TIMES, 2/27).
