SAN DIEGO STADIUM PETITIONS VALID; PUBLIC VOTE UP NEXT

          San Diego City Clerk Charles Abdelnour said that
     petitions seeking a public referendum on the expansion of
     Jack Murphy Stadium met legal requirements and are valid,
     meaning voters could decide as soon as mid-May whether the
     expansion will continue as planned, according to Ray Huard
     in the SAN DIEGO UNION-TRIBUNE.  Following the decision,
     Mayor Susan Golding and a "solid majority" of City Council
     members said they would "act quickly to put the issue before
     the voters."  Still unresolved is whether the referendum
     should cover the entire $78M expansion, which began as a
     $60M deal in May '95, or only the $18M in amendments added
     on December 10 (SAN DIEGO UNION-TRIBUNE, 1/23).
