NEW ISSUES PRESENT POTENTIAL TROUBLE FOR HAWKS DEN

     In what's been labeled as a potential "deal breaker" for a
new Hawks arena, the Fulton County Commission voted unanimously
to "yank its support" for the new, $215M arena unless Turner
Broadcasting agrees to give jobs to more than 200 Fulton county
residents during construction, according to Carlos Campos in the
ATLANTA CONSTITUTION.  Commission Chair Mitch Skandalakis said
the county would be "sticking to its guns for providing jobs."
In order to "move forward" with construction of the arena,
Fulton County is among the parties that must sign a contract.
Fulton County Commissioner Gordon Joyner expressed "extreme
displeasure," concerning "the resistance of the Hawks or [team
owner Ted] Turner."  Turner officials were unavailable for
comment.  Steve Labovitz, Atlanta Mayor Bill Campbell's Chief of
Staff, said he was "very hopeful" the issue would be "worked
out."  Labovitz: "The Turner organization has shown a willingness
to work with the city and county right from the beginning of this
project"  (ATLANTA CONSTITUTION, 9/19).
