Brazilian Senate Approves, Slightly Edits Medida Provisória Outline

The Brazilian senate "approved the outlined text" of the Medida Provisória, which refinances Brasileiro club debt, that will now "continue on to be sanctioned" by Brazil President Dilma Rousseff, according to Brido & Peron of ESTADÃO. The senate "agreed with the text" that came from the Chamber of Deputies last week. Among the modified points was the "flexibility of the maximum percentage of revenue that football clubs can commit" to player image rights payments, of which the MP will now "place a 70% cap." Another change was the increase in the amount of time clubs have to pay back their debt -- originally, it was 120 months but now it is 240. Clubs will also "need to present" a CND, which is a certificate proving the club's settled debts, in order to participate in championships (ESTADÃO, 7/13).
